The Former President's Progressive Alarm Misses Europe's True Danger: Economic Decline.

The recent US security policy document presents a misguided assessment of the European Union. It claims that unrestrained immigration and what it terms "progressive" agendas pose an grave threat to European civilization. However, this perspective rests on a serious misinterpretation of the reality. The true challenge facing Europe is not societal but economic and technological lag.

A Glaring Growth Gap Between Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, American economic output surged by 87%, while a paltry 13.5% growth for the EU. During this period, EU GDP per capita dropped from 76.5% to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than major European economies like France and Italy.

Today, about half of the world’s 50 largest technology firms are US-based, while only four are European.

The Innovation Deficit: The Core Problem

This widening economic gap stems from superior efficiency gains in the US, fueled by technological innovation and better use of resources. The landscape of global tech dominance is decidedly American. Over the past five decades, hundreds of American startups have scaled into companies valued at over ten billion dollars, versus only fourteen in Europe.

This gap prompts a pressing question: As the competition for future industries like AI, semiconductors, and quantum computing, where does the EU positioned? Experts widely concede it is essentially a two-horse race between the United States and China, with Europe starting at a significant handicap.

Underlying Factors of Europe's Technological Lag

Several major reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic network for financing new ventures. The EU still lacks a true capital markets union, which caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder Europe. A US startup can launch a service under a single regulatory framework to access a market of over 330 million. The European Union, despite a larger population size, is divided among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In some EU nations, a startup's collapse was historically viewed with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these challenges, there are causes for hope. European leaders are growing more conscious of the existential challenge and have started to advance substantial change. Notable analyses on EU competitiveness and the single market highlight the necessity of sweeping changes.

Given appropriate policies and rule changes, these assets might enable far greater degrees of commercial innovation.

The continent still possesses significant advantages: high-quality workforce, top-tier schools and universities, and world-class labs. Alongside a large internal market and substantial household savings, these elements have the potential to unleash a surge of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in developing next-generation technologies, it can still significantly boost productivity by implementing and tailoring advancements from other regions.

An Inflection Point

Europe now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. But, without decisive action to address its deep-seated problems, today's slow erosion could turn into a sudden and irreversible loss of world influence.
